Our client, one of the UK's largest residential Landlords, is seeking an experienced Facilities Manager to support in the management of their portfolio in the South East.
Role Profile:
- Provide facilities and project management experience with additional health and safety / environmental skills to deliver strategic and tactical support to the business, pertaining to our responsibilities to customers and requirements under existing legislation, regulations and other statutory requirements.
- Assist in managing the provision of hard and soft facilities management, refurbishment / refresh projects and monitor service providers and contractor's performance
- Work closely with the Health and Safety Team to ensure the effective delivery of facilities management operations for the complete portfolio including monitoring and implementing changes in legislation.
- Line management responsibility for appointed team members.
- Set and maintain high standards for facilities / health, safety and environmental management throughout the business
- Effectively manage appointed team members
- Assist in managing portfolio Statutory Maintenance obligations
- Monitor and control expenditure of materials/provisions and contracted services
- Ensure compliance with all contractual/statutory/mandatory undertakings associated with the delivery of comprehensive facilities management services
- Ensure property databases, such as FSI, remain up to date
- All other necessary professional management services in the interest of good estate management
Role Responsibilities:
- Set and maintain high standards for facilities / health, safety and environmental management throughout the business ensuring portfolio compliance and active management of all compliance related actions.
- Assist in the management of the entire portfolio Statutory Maintenance obligations. Including ensuring all relevant information and PPM schedules, on FSI, are set up for each building within allocated portfolio
- Create and maintain PPM, life cycle schedules and costings. Ensure all documentation is stored and CAFM systems kept up to date.
- Forecasting annual expenditures on enhancement, proactive and reactive maintenance.
- Monitor and control expenditure of materials/provisions.
- Monitor and control expenditure on contracted services.
- Ensure compliance with all contractual/statutory/mandatory undertakings associated with the delivery of comprehensive facilities management services.
- Ensure compliance with all relevant HMO initiatives
- Ensure the facilities management service (in particular site support services) achieves a level of quality acceptable to the users of the service within the delegated financial constraints.
- Inspect and approve the quality of external contracted works.
- Compile reports and costing for emergency and reactive repairs.
- Ensure compliance to all risk management and health & safety procedures.
- Undertake regular management inspections of properties and onsite record keeping, ensuring all necessary works/actions are instructed.
- Monitoring contractor's performance and quality of completed works on large scale refurbishment projects.
- Reviewing spend trends across the regions on energy, maintenance (reactive and planned), breakdowns and purchasing - CAFM Supported.
- To orchestrate and oversee inspection, maintenance and repair of key H&S areas and associated compliance requirements for residential developments
Qualifications and Experience:
- Ideally hold a formal professional qualification in building, engineering or construction supported with a recognised qualification in Facilities Management and preferably within the field of Health, Safety and/or Environmental Management.
- Member of a recognised professional body i.e. IWFM (BIFM), MCIOB, MRICS, IFMA, IOSH or equivalent.
- Extensive experience at a senior level in Facilities Management and proven experience in the field of Health, Safety and Environmental Management and Project Management.
- Knowledge of fire safety legislation and the application of the Regulatory Reform (Fire Safety) Order 2005.
- Conversant in use and application of FM Software Systems.
- A working knowledge of legislation in regard to Houses in Multiple Occupation, The Housing Act and The Housing Health and Safety Rating Scheme
- A full driving licence and eligibility to drive in the UK is essential
