PMR are seeking a Head of Facilities & HSE for our Build-to-Rent client with a national portfolio. The full-service platform acquires, develops, manages, and operates high quality rental homes across the UK. The business is focused on delivering and operating Build-to-Rent residential housing that is purposely designed and professionally managed for our residents.
The Head of Facilities & HSE will be the champion of our health and safety culture and be responsible for leading our health and safety strategy, and developing and implementing policies, procedures, and processes, across our BTR portfolio. We want you to bring your experience and knowledge to bear in setting best in class standards for health and safety and in doing so, deliver an exceptional experience to our residents and guests.
This role will report directly into the Managing Director and will collaborate with the Operations Director and Community Managers.
The Role:
* Be the 'torch-bearer' for putting health and safety at the heart of the company's culture and identify ways to continually bring this to life throughout our business.
* Ensure statutory compliance and develop systems to ensure compliance.
* Ensure the company's Health and Safety policies are up to date and implemented consistently.
* Advise senior management and the Board on the implications of current and emerging health, safety, and welfare legislation, including evaluating options, making recommendations, and generating action plans.
* Monitor, evaluate and review Health and Safety performance, make recommendations and implement new policies and procedures as required to mitigate risks.
* Conduct audits to evaluate the effectiveness of the health and safety systems and procedures, identifying and implementing improvements and develop a Continuous Improvement Plan (CIP).
* Assist with the reporting and investigation of all near misses, accidents, and incidents, based on which identify changes to policies and practices and additional training needs for colleagues.
* Develop a training plan for all teams on Health and Safety culture, risk assessments, health and safety policies and procedures and emergency protocols.
* Create/support the writing of Risk Assessments and Method Statements, Safe Systems of Work, providing specialist advice, coaching and practical support.
* Provide support for contractor management, the reviewing of RAMS and implementation of Permit to Work policy.
* Support teams in completing any actions required from internal/external audits and risk assessments e.g., Fire Risk Assessments.
* Reporting and analytics of all M&E routines, issues, risks, and project strategies
* Management, coordination, and supervision of Contractors
* Administrative oversight and day-to-day accountability for compliance, both risk and PPM based, and record keeping within all systems
* Line management, performance management, technical guidance, and support for Maintenance Operatives
* Accountability for strategy of, and delivery, of all M&E routines -Review, and update M&E strategies
* Advise and lead on technical and maintenance routines, such as asset surveys, the creation of PPM schedules, O&M reviews, and familiarization training.
* Supervising third party contractors and / or consultants as appropriate.
* Regular business reporting to assist in the strategic development and ongoing management of the maintenance departments.
* Ownership of the defects management process and liaison with site teams, contractor, and employer's agent to ensure all defects are captured, reported, and resolved
* Sourcing suitable contractors to complete servicing, reactive repairs that have the adequate accreditation to complete the works
To be successful in this role the candidate must have:
* Experience in improving processes
* Flexible and proactive approach to building relationships with stakeholders, external & internal
* Have at least three years' experience leading a company's health and safety function.
* Effective communication skills (written and verbal), with the ability to influence at various levels.
* A IOSH certificate and/or a NEBOSH certificate
* Experience in the Build to Rent sector
* A Comprehensive understanding of building maintenance and statutory obligations.
* A full understanding of health and safety regulations.
* Strong leadership qualities
* A bright, clear, and calm communication style
* An organised and methodical approach to tasks
* Able to meet tight deadlines
* Excellent influencing/negotiating skills
* Familiarity with, and experience of, managing building systems such as life safety systems, BMS, Access Control and water hygiene management.
