PMR are seeking an experienced Health & Safety Manager to work with our client, a national provider of Purpose Built Student Accommodation with circa 10,000 beds under management, responsible for ensuring that all the residences in the portfolio are maintained to the standards required by current Health & Safety legislation.
Reporting to the Head of Operations, your role will have responsibility for ensuring that all the residences in the portfolio are maintained to the standards required by current Health & Safety legislation. Together with the General Managers, you will be responsible for ensuring that the appropriate health and safety checks are completed at the residences, e.g. fire alarm testing, emergency light testing, monthly checks, emergency equipment and emergency evacuation practices. to manage a system that minimises fire risk through the activities of themselves and/or others.
The close working relationship with the residence management teams will be key to the success of this role. The ability to influence the General Managers on the importance of Health & Safety requirements, whilst being aware of their budget constraints is important. Therefore, the ability to communicate effectively at all levels is essential. You must be a self-starter, always striving for process improvements which can provide a better service delivery for the department and organisation as a whole.
Responsibilities:- To set and maintain high standards for Health, Safety & Environment throughout the business
- To assist in the selection and appointment of competent contractors, and assist in the oversight of their operations on site;
- To maintain continual awareness of changes within health and safety legislation, codes of practice, British standards, and new health and safety literature in conjunction with the company polices.
- To support the timely and safety delivery of works on site through effective review of contractor Risk Assessment Method Statements in accordance with policy and procedures.
- To support the businesses adherence with the Building Safety Act
- To support the Lead Asset Managers with the investigation and report writing for incidents accidents and near misses and recommendations for prevention of re-occurrence and to ensure compliance with mandatory timescales.
- To oversee all H&S FRAs and ensure remedial works are undertaken.
- To work with our insurers to work through accident investigations and best practice
- Together with the General Managers, to ensure, where reasonably practicable, that contractors working at student sites work to the same high standards of safety as our personnel
- As far as practicable, to ensure the prevention of ill health and the avoidance of accidents, in order to promote safe and healthy workplaces
- To ensure that adequate consideration is given to the protection of the environment and to ensure that these standards are communicated to all employees, students and contractors
- To ensure that accidents are reported to the correct authorities, where necessary
- To oversee the investigation of all accidents to determine underlying causes
- To ensure that all staff are given the necessary information, instruction and training to enable them to work in a safe manner
Person Specification:
- Of degree calibre, with a strong understanding of current H&S legislation
- Relevant industry qualifications and membership - CFIOSH/CMIOSH and NEBOSH Diploma level.
- NEBOSH Fire Safety and Risk Management Certificate would be an advantage.
- Experience of undertaking fire risk assessments across a variety of building types occupied by students living in cluster flats/studio flats. Worked in a PAS framework (desirable)
- Professionally registered and meet the competency criteria established by the Fire Risk Assessment Competency Council
- Prior industry knowledge preferred
