Position Overview:
- Manage an allocated portfolio of buildings to include High Risk Building (HRB's buildings over 18m/7 floors)
- Management of Building Safety Act Requirements
- Developing and maintaining relationships with key clients - freeholders and RMC/RTM Directors etc
- Regular face to face reporting of performance to Directors
- Control and compliance with Health and Safety Requirements
- Service charge budgeting and management
- Contractor management
- Keeping an accessible audit trail of actions undertaken
Scope of Job:
- Diarised building inspections to assess Health and Safety compliance.
- Providing regular updates to senior team especially around exceptions from day-to-day management
- Identifying maintenance requirements.
- Undertaking full Ssection 20 process.
- Ensuring CDM 2015 procedures are followed.
- Instruction and monitoring of appointed suitably skilled contractors.
- Assessment and approval of invoices ensuring the nominal coding is consistently accurate.
- Preparation of service charge budgets and on-going monitoring to guard against overspend.
- Implementing reserve funds where necessary and maintaining adequate levels of reserves as appropriate. This may involve schedules of cyclical works / planned maintenance.
- Supporting preparation of service charge accounts and sign off.
- Organising, attending, and chairing AGM's and Directors meetings outside of normal business hours where required
- Ensuring building and other necessary insurances are suitable.
- Ability to step in and provide temporary management cover on blocks manged by other colleagues in the portfolio when on leave / sick.
- Other tasks as requested by Senior Management Team / Directors.
Building Safety Act Specific
- Working to support Principal Accountable Person (PAP) obligations in respect of fire and structural safety.
- Providing monthly reports to the PAP to give reassurance on compliance with the BSA.
- Developing Building Safety Cases and Safety Reports for each High-Risk Building.
- Proactively progressing actions generated by the safety case report.
- Undertaking the Resident Engagement Strategy and regular interactions with all residents of HRB's.
- Promptly managing outputs from Resident Engagement and requests from residents for BSA related documentation/information.
- Expanding resident engagement processes to the rest of the WRML portfolio.
- Work with Property Director to ensure BSA compliance across the portfolio.
- Monitoring changes and updates in legislation and guidance.
- Working with Property Director on progressing remediation on properties through the Building Safety Fund.
Qualifications, Skills and Experience:
- Previous experience working in Block/Estate Management for at least four years.
- Minimum A level standard or equivalent.
- IRPM or equivalent qualification.
- Health and Safety Qualification that relates to fire and or structural safety in residential property.
- Knowledge and understanding of relevant legislation.
- Knowledge and previous experience of Residential Property Repair and Construction.
- Strong Health and Safety Legislation experience and understanding.
- Understanding of leases and their implications.
- Ability to work to tight deadlines.
- Excellent time management and organisational skills.
- Intermediate level ability to use Word, Excel and Outlook.
- Car owner with a full clean driving licence- Work mileage paid- Employee responsible to ensure business use is included in their insurance.
- Flexibility around working hours and travel requirements to buildings.
- Self-motivation with ability to make and present rationale for proposed decisions.
