Description

PMR are seeking a Senior/Regional Facilities Manager to work with our client, an award winning Build to Rent provider.
The Senior/Regional Facilities Manager will support the onsite property management team to ensure the facilities on site are managed and maintained to a high standard. Ensure the buildings within the portfolio meet best practice guidance and legislative requirements in relation to health and safety by undertaking regular site inspection and audits.

Key Responsibilities:

Site Mobilisation

  • Identify and oversee set up of statutory PPM and compliance related tasks on existing digital platforms for new sites. Identify and assist with setting up any health and safety installations on site.
  • Attend new site familiarisation training in relation to statutory PPM M&E and ensure all compliance related information is handed over at PC and relevant certs obtained from Principal Contract and future Building Safety Regulator.
  • Ensure H&S related training is delivered for new site staff to ensure they are aware of the H&S needs of their site.

Site Level Compliance

  • Oversee instruction of relevant risk assessments for each asset and ensure site staff complete actions within required time frame.
  • Oversee instruction and completion of statutory PPM for each asset and remedial works where relevant.
  • Audit, monitor performance and report on building PPM data and compliance matters for monthly asset meeting and monthly compliance meetings with Asset Manager.
  • Conduct periodic site inspections to ensure buildings remain compliant in terms of health and safety requirements and are in line with reporting data.
  • Undertake monthly meetings with site staff to review building PPM and risk assessments actions and provide further advice and guidance where required.
  • Work with Asset Manager and Group Life Safety Consultant to manage the resolution of any complex fire safety issues (e.g external wall, compartmentation, fire door issues).
  • Attend PPM and H&S related site meetings with any external parties/stakeholders. For complex fire safety matters; oversee resident communications, risk assessment updates, additional site safety measures and update stakeholders where relevant.
  • Identify suitable technical or health and safety related consultants, risk assessors, surveyors, etc to provide such services to the business.
  • Work with site and ops staff to implement resident engagement strategies that will provide opportunities for residents to get more involved
  • Ensure all sites provide vital safety information to residents and the golden thread of information is adequately maintained.

Company Level Compliance

  • Stay informed on health safety best practice guidance, updates and legislative changes and work with HR to arrange relevant H&S training sessions for site-based staff. Ensure site-based staff have had suitable training and are competent to complete work assigned and continually improve standards of H&S within business.
  • Stay informed on legislative changes and updates and develop and grow your working knowledge on the Building Safety Act in order to update internal procedures and workflows in relation to this or liaise with relevant department to ensure company is prepared and compliant with such legislation.
  • Periodically review and update facilities management and H&S policies, procedures and workflows regularly to ensure they remain relevant.
  • Provide update presentations for site-based staff as well as periodic circulars/building maintenance / H&S toolbox talks as part of their CPD.
  • Work with the tech department to ensure systems meet the assets maintenance monitoring compliance needs in line with legislative changes and remain effective when implementing on site.
  • Implement, monitor and review policies and procedures relating to contractor H&S conduct on site and work with Procurement Manager to update Contractor due diligence requirements.
  • Ensure H&S and governance requirements in relation to ESG principles are progressed and attend relevant committee meetings.

Knowledge, Skills and experience:

Essential

  • Experience in managing or auditing facilities management and H&S within residential buildings.
  • Experience in effective management of people and teamwork.
  • Able to show an understanding of and commitment to improving health and safety standards in the built environment.
  • Strong communication skills and the ability to communicate effectively and clearly in writing and verbally, including drafting correspondence and documents.
  • Work well under pressure and ability to adhere to deadlines of a busy department.
  • Actively embrace and work within the Company Values.
  • Able to show an understanding of and commitment to good customer care.
  • Able to show an understanding of and commitment to property services and managing third party customer relationships.
  • Ability to work in a varied and demanding role with appropriate supervision.

  • Demonstrable experience and ability to use ICT packages i.e. Microsoft Word and Excel.
  • Self-motivated, with high energy and enthusiasm.

  • Demonstrable experience of taking responsibility for own actions and development opportunities, maintaining high levels of integrity.

Desirable

  • NEBOSH General/Fire Safety qualification or comparable H&S qualification
  • Experience in fire safety matters relating to external walls, compartmentation, and fire doors.
  • Knowledge and experience of using Fixflo.
  • MIRPM, MBIFM or equivalent.
  • Qualified and experience to undertake Fire and Health and Safety Risk Assessments in residential buildings.
  • Able to provide in-house fire marshal training and other H&S awareness training sessions.
